How to be Insulting to the Informally Dressed

During the war in North Africa, General de Gaulle called a hasty meeting of his Free French cabinet in Algiers. Members of his staff were summoned from all over the city and one of them came to the meeting straight from the beach, still dressed in his shorts and sandals.

'Haven't you forgotten something?' asked de Gaulle.

'What?'

'Your hoop.'
